The Nepali Congress (Democratic) Monday began its first two-day national convention in the capital after registering as a separate unit with the Election Commission following a split with the Nepali Congress headed by Girija Prasad Koirala.

Prime Minister Sher Bahadur Deuba and party president kicked off the convention of party workers from the village to the centre at the Birendra Convention Hall one day after an all party conference decided to postpone the November 13 snap poll.

The convention was expected to launch the party’s election campaign after discussing the party’s consolidation and approving an election manifesto.

Deuba told workers Monday he was working to find a legal solution to the all party decision to postpone elections. “A constitutional outlet will be found soon,” he said.

A referendum or an election for a constituent assembly as demanded by Maoists is not a solution to the serious problem confronting the nation, Deuba said.

Government sources said the cabinet discussed a resolution Monday at a regular cabinet meeting without arriving at a decision.

Minister for Physical Planning Chiranjivi Wagle, Deuba’s deputy, has ruled out reinstating the dissolved parliament as a solution as demanded by the rival Nepali Congress. “The party will be developed into a model organization,” Wagle told activists.

“We should discuss how to present ourselves to the people in any coming vote,” Minister for Water resources Bijaya Gachedhar and party central committee member told the meeting.
