Sharma rules out need for constituent assembly

Senior advocate Ganesh Raj Sharma in an interview with the Nepal Television Monday said the debate over the constituent council to draft a new constitution is meaningless when there already exists a fully functioning constitution.

He said the formation of a constituent assembly was a lengthy process that would bring about further problems. The King can only announce the formation of a constituent council but in the present situation the King does not have any authority to scrap the existing Constitution, Sharma said.

Sharma who is a renowned lawyer said Constitutions are not framed but are developed with the enhancement of the democratization process.
