Rights violations decline after success of people’s movement: INSEC

Human rights violations have considerably gone down following the success of the Jana Andolan (People’s movement) II compared to the period of conflict, said a report.

A report titled ‘Hundred Days of Loktantra: Human Rights Situation’ released by Informal Sector Service Centre (INSEC) however flayed both the government and Maoists for rights violations.

The report came down heavily on the government and Maoists for grave human rights violations. The state is still involved in killings, torture and arbitrary arrests while the Maoists are continuing to engage in killings, abductions and extortions amongst others, according to the report.

The report said Maoists topped the list of rights violation.

Following the reinstatement of democracy in April, the Maoists killed eleven individuals while the state was involved in nine killings. Eight children including six boys and two girls were killed, of whom, four were killed in explosions, two were “murdered”, said the report.

It further said the state was involved in 22 and the Maoists in 140 cases of human rights violations in the Eastern region. The Mid-Western region saw 61 cases of human rights violations committed by the government and Maoists.

Although the Far-Western region saw a decline in human rights violations, the state was found to have been involved in rape cases while the Maoists were allegedly involved in killings, abductions and extortions, said the report.

The report notes a decline in the recruiting of children by the Maoists though it has not stopped completely.

Lauding the security forces’ move of vacating schools, which were earlier used as security camps and barracks, the report, however said that INSEC found the forces’ presence in eight schools.

Speaking at the program, INSEC chairperson Subodh Raj Pyakurel said the people did not have the feel of security and respect for human rights during the 100 days of loktantra.

He said, “Though everybody was referring to people’s name before loktantra, they are slowly being forgotten.”
