Lawmakers and Human Rights activists have criticized Prime Minister Girija Prasad Koirala for failing to make progressive decisions and effectively address the problems of the country.
The lawmakers further said that although Parliament has made progressive decisions, they are yet to be implemented, due to the passivity of the Prime Minister Koirala.
Speaking at a programme in the capital on Thursday, Member of Parliament Jagannath Khatiwada questioned if the Parliament has the courage to thwart the appointment of Rukmangad Katawal as the chief of Nepal Army (NA).
“We have failed to direct the government on matters concerning the future of the country. We are on our way to becoming mere rubber stamps,” said Khatiwada.
Another lawmaker, Asta Laxmi Shakya, of the CPN-UML, said the Parliament has announced decisions in a row but they are yet to be implemented.
Speaker Subash Nembang said that the House of Representatives would make important decisions to deal with the issues of impunity once the goals of the movement are fully achieved.
Stating that the parliament is working to end the culture of impunity, speaker Nemwang said, “The amendment to the Army Act, which the parliament is due to endorse, would also help contain impunity.”
Referring to the appointment of Katawal as the chief of NA, former member of National Human Rights Commission (NHRC), Sushil Pyakurel said, “Those who were part of grave human rights violations have been rewarded instead of punished.”
The appointment of Katawal is a clear indication that the “political match-fixing” is ongoing, said human rights defender Dr Gopal Krishna Siwakoti.
