Parties issue whips to MPs to attend statute amendment discussion

As the parliament needs to approve the second amendment of interim constitution within the end of Jestha (June 14) to stave off constitutional crisis, the major parties have issued whips to their MPs to be compulsorily present during the discussions.

The second amendment draft changes the existing constitutional provision of holding Constituent Assembly elections by mid-June and extends it to mid-December.

Nepali Congress (NC) chief whip Ananda Prasad Dhungana and Unified Marxist Leninist (UML) chief whip Parshu Ram Meghi Gurung have issued whips to their MPs on Sunday. Maoists have already issued such whip a few days ago.

During the preliminary discussion on the second amendment bill, many MPs had termed it as incomplete.

Meanwhile, reports say that 13 groups of lawmakers have registered amendment to the second amendment bill. Some Maoist MPs have proposed that monarchy should be abolished if the monarch or the organisations and individuals associated with it are found to be conspiring against CA polls.

Likewise, other amendment proposals include resuming earlier provision of holding parliamentary hearing for ambassadorial nominees. MP Lilamani Pokharel of People’s Front has proposed that one quarter of MPs can table the proposal to abolish the monarchy, which can be approved by two-third of parliament. Around 35 UML MPs have proposed to allow the parliament to decide whether the King has conspired against CA polls.
