The People’s Front Nepal led by Chitra Bahadur KC, has said that the House of Representatives should issue the interim constitution to be effective until a new one is drafted by the election of the constituent assembly.
Submitting an 18-point suggestion to the Interim Constitution Drafting Committee on Friday, Chairman of the party KC said the House, which would remain until the formation of a constituent assembly, would also have the right to approve the interim constitution.
He suggested formation of a constitutional court to resolve problems while drafting the new constitution and said it would remain in place until the promulgation of a new constitution.
All the fundamental rights of the people guaranteed by the 1990 constitution and others protected by the universal declaration on human rights and related conventions should also be guaranteed, KC said.
Besides giving continuity to the House till the assembly elections, the People’s Front Nepal has also suggested forming a ‘High Parliament’ comprising representatives of parliamentary parties, other political parties who took part in the movement but do not have representation in the House, women, dalit, ethnic communities, disabled, Madhesis and backward communities and eminent personalities.
KC has also suggested to decide the fate of monarchy by the constituent assembly polls held on a direct, proportional and reservation basis.
