Chairman of the Law Reforms Commission, Niranjan Thapa Thursday presented the draft of the Police Bill-2003 prepared by the Commission to Prime Minister and Home Minister Surya Bahadur Thapa, RSS said.
The bill has proposed many legal reforms in the police service, the agency said.
The bill aims at setting up an independent Police Service Commission under the chairmanship of a person qualified to be chairman of the Public Service Commission for making new recruitments transparent and fair, according to the agency.
The bill has also proposed to revoke the earlier provision of retirement during the service period, but has advised to form a Promotion Committee and to remove the existing trend of dismissing police staffers through a memo or order-slip, the agency said.
Increasing the age limit of women entering the service, provisions for posthumous promotions and establishment of a special police court, among others, are some of proposal of the new bill, the agency said.
