Nepal Workers and Peasants Party (NWPP) has suggested for an interim 151-member advisory assembly in place of the present House of Representatives (HoR), when it was dissolved.
Presenting a 14-point suggestion to the Interim Constitution Drafting Committee NWPP, one of the constituents of the ruling seven party alliance, suggested 17 members each from Nepali Congress, CPN-UML and NC (D), five each from NWPP, People’s Front Nepal, Nepal Sadbhavana Party (Anandidevi) and United Left Front, 25 from the Maoists and four from civil society in the new assembly.
It suggested that the National Assembly (Upper House) should be scrapped.
The suggestion came at a time Maoists are demanding early dissolution of the House of Representatives, saying it did not have representation of Maoists and the civil society, which had played important role for the success of the popular movement of the country.
The party suggested that the prime minister should be elected from the assembly and there should be proportional representation of parties in the council of ministers.
It suggested that Constituent Assembly should comprise 205 members and 103 of them should be directly elected from 75 districts and another 102 through proportional representation system.
The party suggested electoral system for appointment of chief justice, army chief and police chiefs. It suggested a nine-member committee comprising the seven-party alliance and Maoists to mobilize the army (integrated army).
The NWPP also made suggestions in the issues of providing free health and education facilities to make a discrimination free society and secularism among others.
