This Internet Service Providers Association of Nepal (ISPAN) has refuted news reports that the members of the association have been receiving and delivering international telephone calls by using Voice Over Internet Protocol (VOIP) Technology thereby causing the leakage of income and revenue of Nepal Telecommunication Authority and Nepal Government.

A press statement issued by the ISPAN made it clear that no service provider observes what its clients communicate and added that internet service providers cannot be responsible for any use or misuse of the service by their clients for any legal or illegal purposes.

The statement further said members of this association have been developing, extending, using and promoting internet services throughout the country by obtaining a legal license from Nepal Telecommunication Authority.

Condemning the acts of publishing false news without understanding the facts with the purpose of defaming professional organizations, the ISPAN urged for impartial investigation by the concerned authority in the issue.

The ISPAN also demanded that those who are involved in violating the rules of Nepal Telecommunication Authority and bypassing the international calls by using various technologies that is only to be used by licensed service providers, should be severely penalized.

The ISPAN also expressed readiness to work united with concerned authorities to discourage such acts and to prevent the leakage of revenue.

The statement further said, “VOIP Internet Service is a technology through which anyone can communicate verbally throughout the globe quite economically and comfortably,” adding, “Such a state of confusion can be avoided if the concerned authority issues licenses to this technology by bringing it within a certain timely tax limit.”

The ISPAN also urged the government to formulate appropriate policy and rules for the benefit of consumers.
