Interim constitution tabled at HoR; PM, Prachanda discuss promulgation process

The government tabled the draft interim constitution at the House of Representatives for discussion on Sunday.

Minister for Law, Justice and Parliamentary Affairs, Narendra Bikram Nemwang, presented the draft interim constitution to the HoR meeting on behalf of the Prime Minister.

A meeting of the Council of Ministers had passed the interim constitution in the morning.

The first meeting of HoR scheduled to start at 8:00 am Monday will discuss the interim constitution and the second meeting will promulgate the interim constitution and interim legislature due to be formed on the same day will ratify the statute.

The Nepali Congress, NC (Democratic), CPN-UML, People’s Front Nepal, Nepal Sadbhawana Party (Anandi Devi) and Rastriya Janashakti Party have registered proposals for amendment in the interim constitution.

The UML in its amendment proposal stated that the interim constitution should adopt proportional electoral system for the constituent assembly elections and there should be a provision to depose the Prime Minister through no-confidence vote.

Similarly, the NSP (A) proposed for a provision in the interim constitution for delimitation of election constituencies on the basis of election ratio.

In another development, Prime Minister Girirja Prasad Koirala and Maoist chairman Prachanda discussed the proceedings tomorrow when the interim constitution will be issued and a 330-member interim parliament would be formed inclusive of the Maoists.

The meeting was held at the PM’s residence in Baluwatar soon after the cabinet approved the interim constitution.
