Activists have said that the proclamation of the House of Representatives can play an important role in paving the way for election to the constituent assembly.

Addressing an interaction programme organised by National Dalit Network, Parsuram Neghi Gurung, the Member of Parliament who proposed for abolition of untouchability in the country, said the declaration was crucial if the nation goes for a constituent assembly.

Gurung said the declaration could be taken as the government’s commitment to addressing issues raised by Dalits.

President of Dalit Liberation Society, Padma Lal Biswokarma, said democracy will be meaningless to the excluded and suppressed groups without respectable and equitable representation of the Dalits at all levels of governance.

He stressed that an all party political conference and interim statute was necessary to run the government during the transitional phase.

President of the Rastriya Dalit Network Nepal, Ganesh BK, asked for special reservations for Dalits in all sectors. “The only way to solve the problems faced by Dalits is their proportionate participation in the affairs of the state,” he said.
