The much talked-about proposal regarding the rights and the functioning of the House of Representatives (HoR) that will further cut off the King’s privileges is likely to be presented at the HoR sitting on Sunday.

According to Nepal Peasants and Workers Party (NWPP) chairman Narayan Man Bijukchhe, who chairs the 13-member parliamentary committee formed to draft the HoR Regulations, a meeting of the committee held at the Parliament Secretariat Saturday discussed the draft regulations, which is an amendment in the existing regulations. He informed that Sunday’s session would ratify the regulations and made an announcement.
“I see the possibility of the parliamentary regulations being tabled tomorrow,” he said and informed that another meeting of the committee has been called for Sunday morning.
The amended HoR regulations will end the provision of presenting the endorsed legislations before the King for royal seal while, as per the new regulations, appointments of the heads of constitutional bodies and diplomatic missions could be done by the government. The new set of regulations also has made some changes in provisions related to the functioning of the parliament.
The existing HoR regulations has mandatory provision to present all bills and legislations passed by the parliament before the King for final approval whereas the monarch can send the legislations back to the parliament for reconsideration. Likewise, appointments of heads of constitutional bodies and diplomatic missions also need royal approval.
