Spokesperson of the CPN (Maoist) and chief Maoist negotiator Krishna Bahadur Mahara has said that the government is conspiring against his party by trying to disarm the People’s Liberation Army (PLA) before the constituent assembly elections.

“The government is either cautiously conspiring against the Maoists or it is trapped in the conspiracy of foreign powers,” he said, referring to the SPA government’s stance that the Maoists should lay down arms before the constituent assembly to ensuring free and fair elections.

“Since we are a political force with arms and a parallel state power. Only constituent assembly election can lead to disarmament of the Maoists,” Mahara said while addressing the first national assembly of Association of Injured Warriors of People’s Movement in Kathmandu Monday.

He said the Maoists would lead a ‘people’s movement’ if the government “continues to show indifference towards peace talks”. “But we will be doing everything we can to make the peace process a success,” said he, adding, “The government has this illusion that the Maoists have joined the dialogue process for a safe-landing and it is trying to assimilate us in the existing political system.”

The Maoist leader further said his party would remain as a ‘parallel power’ and as a strong challenge for the SPA government until the election to the constituent assembly.

According to him, Maoist chairman Prachanda, who was supposed to inaugurate the programme, could not come due to security concerns. He said the government had started mobilizing its security forces in the capital city since Sunday.
