The meeting of the eight parties, Thursday, has ended by agreeing to hold the Constituent Assembly (CA) elections by third week of November and asking the Electoral Constituency Delineation Commission (ECDC) to review its report.
The meeting decided that Prime Minister will fix the exact elections date after consultations with the Election Commission (EC). Earlier the CA polls scheduled for mid-June was postponed after the EC expressed its inability of holding it due to lack of legislations and other preparations.
However, the Maoists have stated that they still continue to believe that CA elections might not happen till the monarchy is there. “The Maoists have not written note of dissent on today’s decision. They say they support the decision to hold the elections in Mangsir (by third week of November) but have expressed some reservations,” said Dr. Prakash Sharan Mahat, leader of Nepali Congress (Democratic) who attended Thursday’s meeting.
Maoist leader Dinanath Sharma later told reporters that his party has agreed for new elections date but has expressed different consent as regards the reason why the elections could not take place on stipulated time.
On the other hand, the UML has written down a note of dissent on the decision to review the ECDC report. The party has stated that it believes only Proportional Representation–based electoral system will resolve problems.
The meeting had, as per the recommendations by the taskforce, decided to ask the ECDC led by former Supreme Court judge Arjun Prasad Singh to review its report in view of growing demands by Madhesi MPs to annul it. The Madhesi MPs have been stalling the parliament by putting forth this demand.
With today’s decision, chances have increased that the parliament session will resume this afternoon. Speaker Subas Nemwang is said to be in consultation with the leaders of Rastriya Prajatantra Party (RPP), which has also been stalling the parliament by putting forth its 15-point demands such as its inclusion in local bodies, treatment as opposition party, and so on.
Likewise, Nepal Sadbhavana Party (NSP-Anandidevi) has written a note of dissent stating that the ECDC report be totally reviewed. Furthermore, Nepal Workers and Peasants Party (NWPP) has written a note of dissent demanding land right to tillers.
