Kathmandu: Supreme Court Wednesday cleared a case against former Minister and Nepali Congress joint general secretary Govinda Raj Joshi and issued mandamus to the government to complete the remaining process for publishing the results of teachers.
Commission for Investigation of Abuse of Authority (CIAA) had recommended action against Joshi saying when he was Minister for Education, he was involved in irregularities in publishing the results of the written exam taken by more than 85,000 canditates for school teachers five years ago.
CIAA said that Joshi intentionally got the education regulation amended and published the names of all candidates who scored a minimum 35 in the written test of 100 marks. Joshi challenged this decision of CIAA to the Supreme Court; the decision of which was given Wednesday.
Previously, the results were published of only 25% more than the number of teachers required. This meant the top scorers got their names published. The number of teachers required was 14,000. After a canditate passes the written exam, they are selected after an interview with the concerned authorities.
The bench of Chief Justice Keshav Prasad Upadhyaya and Justice Kedar Prasad Giri gave a verdict that CIAA has no authority to issue such an order. With the verdict of Supreme Court, the fate of more than 85,000 candidates who had applied for the permanent position of schoolteachers of different level would be decided.
