Manendranagar, Mar. 17: The Maoists militants raided a house of Kalyan K.C. at Dungaon, Shankerpur VDC ward No. 7, Kanchanpur District and set ablaze his tractor on Monday night, according to the district police office.
The gang of about thirty members also carried off 12 bags of paddy, 10 bags of mustard seeds and Rs. 7,000 in cash, says Deputy Police Superintendent Ram Lagan Prasad Yadav.
Prior to this, the gang is reported to have tied an accountant of Kalyan K.C. and his tractor diver.
The area police office of Belauna made 14 arrest in the course of its investigation in that connection and seven of them have been released.
Deputy Superintendent says that any one found not guilty among the rest will also be released later.
Chitwan, Mar. 17: Chief justice of the Supreme Court Keshav Prasad Upadhyaya says that as far as dispensation of justice to the people is concerned the lawyers should work with a spirit of service without being lured to any personal benefit.
Speaking at a special programme organised by the Chitwan Bar Association here yesterday, Chief Justice Upadhyaya said all the lawyers should be unanimous in providing justice to the illiterate.
He said if there was any deficiency on the part of the judges in dispensation of justice there should be consultations on it rather than precipitate condemning of it.
At the function presided over by the association president Bhupendra Jung Poudel, various other speakers including advocates Madhav Khaniya, Prakash Regmi, Jagannath Bhandari, Dharma Raj Acharya, and Shesh Shankar Upreti shed light on the shortcomings in the laws and opined that the right of habious corpus should be given to the district.
Meanwhile, Chief Justice of the Supreme court Upadhyaya inaugurated here Thursday the national conference of the women of the paralegal committee for establishment of the community security system against the girls trafficking and their sexual exploitation.
Speaking on the occasion, Mr. Upadhyaya said, “As far as dispensation of justice to people is concerned there should be no gender discrimination as the constitution of the Kingdom of Nepal- 1990 guaranteed equal rights and protection to all citizens.”
Chief Justice Upadhyaya said various forms of violence against women still existed in the country despite the provision for their rights guaranteed by the constitution and the law.
He said, “Though there are acts and the ‘Muluki Ain’ to control the girl trafficking, there is a need to make the laws more relevant and timely.”
As the chief cause of the women’s exploitation is illiteracy, we should cooperate in raising the awareness of the women.
At the two day conference organised by law research and the resource development centre, altogether 300 representatives from 14 districts and 230 VDCs including paralegal women, VDC chairmen and teachers.
From the chair, president of the centre Madhav Prasad Acharya said women’s development is only possible when awareness is raised among them.
On the occasion, various speakers including DDC chairman Bishnu Ghimire, deputy mayor of Bharatpur municipality Devi Prasad Gyawali, Badri Timilsina of rpp, Shailendra Piya of the cpn – ml, Padma Bahadur Gurung, Dr. Rohit Nepali, Radha Krishna Shrestha, Yubaraj Sangraula, Krishna Bhakta Pokhrel, president of the Bar Association Bhupendra Jung Poudel, Prakash K.C. and Callo Lean Walker and Li Te Chu from the donor agencies also laid emphasis on women’s awareness.
Kathmandu, March 16: A controversial penalty decision from referee dashed Friends Club’s hopes of entering into the final of the Khukuri Gold Cup Soccer Championship as Mahendra Police club pipped them 1-0 in today’s second semifinal.
The Friends boys threw better performance despite being undone by the referee Surendra Shikakar’s unfortunate penalty decision in the 34th minute after the Friends custodian lunged forward to save a lob.

Custodian Lalit Chand, in his attempt to save the shot,collided with advancing MPC forward Sal Bahadur Karki. But despite awarding advantage of benefit of doubt in favour of keeper Chand, the erring Shikakar awarded the penalty in favour of police team that ultimately eliminated the Kupondole team from their race to final. The MPC will now face favourites Manang Marshyangdi Club in the final Saturday.
Referee Shikakar had to bear the brunt of boos and jeers of many spectators for his erring decision. After the match he was almost assaulted physically by angry Friends fans. Police had to escort him to save him from angers of the spectators who had to watch unbearably listless performance from the MPC sides.
During the first half, the game remained confined to center of the pitch as no sides could make an impression. No effective moves were woven, no potent shots could reach near the goalies of the both sides.
MPC strikers, Sal Bahadur Karki and Ramesh Budathoki found it hard to break into the striking zone and remained confined to the middle of the field as they were marked effectively by Friends midfielders and defenders. Ditto for Friends strikers Bill Tamang and Sukra Tamang and Aman Adhikary.
However, during one of the ineffectual moves , a high lob landed inside Friends penalty area that resulted in the uneventful penalty decision in favor for MPC. Ohterwise the whole of the second half saw a listless performance from both sides.
In the second half, however, both teams tried to outplay each other with their improved moves. Pressurized by the physically strong policemen whose defenders Rakseh Shrestha and Anil Adhikari handled Friends strikers well, the Kupondole boys fired long range shots in an attempt to find an equaliser. Dimunitive Sushil K.C and brother Sujeet K.C. once again performed impressively by feeding the ball smartly to their colleagues. In the 34th minute Bill Tamang came very close to strike it home but failed to keep his balance in the face of harrowing MPC defenders and just put his shot away. Sukra Tamang squandered an easy header in the second half’s injury time.
MPC’s custodian Binod Kharel also managed to do better under the bar while fellow strikers Karki and Budathoki failed to cash in opportunities as their shots either went haywire or put off by Chand. Kathmandu, Mar. 16:The miracle of his life arrived to dhun Lal Gaire in June 1991 – he could walk on his feet. Gaire lost his walking ability when he accidentally fell from bed at the age of eight months.
He had a long and arduous struggle against social odds and physical difficulties to attain today’s social position. Before the operation at HRDC, an NGO-run hospital for physically disabled, some nine years back, he used to use all four hands and legs to move around that included a distance of three-hour walk he required plying to attend high school back in his village in Baglung district. His village lies in three-day walk distance from the district headquarter and the nearest motorable road.
“I could have been saved from a lot of trouble if my village had better health facilities, “Gaire says, now a college student. According to him, he was taken to series of faith healers for treatment during his childhood, before his parents finally gave up and admitted him to a local school.
However, his quest for education was not a bed of roses. After ocmpletion of class three from a local school, he ahd to travel to an adjoining village for higher education. He used to cover the three-hour walking distance everuyday to reach the high school. And to earn his school fees, he used to participate in cultural shows held in the village.
Nevertheless, his physicall disability did not stop him from helping out in household works. During schol holidays, as customary to children in the hills, he used to help out his family with cattle herding and other agricultural activities. “Since I used to walk on both my hands and legs, I used to carry things on my back to go to cattle herding,” he says.
The turning point in his life came when he encountered International Fellowship Nepal volunteers in March 1991 in his way to school. They recommended him to a hospital for handicapped in Kathmandu.
“It is a dream come true for me to walk on legs. Though it is my personal triumphant, a lot of people-my friends, relatives, family members and a lot of kind hearted people assisted me to attain this miracle,” the determined young man claims.
Baitadi, Mar. 16: CPN-UML Standing Committee member and its organisation department chief Amrit Kumar Bohara inaugurated the third Baitadi district convention of the party at Dasharath Chand memorial building other day.
On the occasion he called upon the people to be well-organised themselves to protect and consolidate the rights they obtained after the historic popular movement of 2046 BS. As well as to bring radical changes in the country.
Alternate member of the party central committee Urba Datta Pant and representatives of other political parties and people’s organisations wished the convention a success.
The convention elected a 19-member district committee with Damodar Bhandari as its secretary.
Meanwhile in Pokhara, lawmaker Kashinath Adhikari, initiating a district level party workers gathering organised by the CPN-UML Kaski district unit said that a movement against price hikes is the demand of the people.
Some 150 office bearers representing local bodies and different party units took part in the gathering.
The gathering chaired by CPN-UML Kaski district secretary Somnath Adhikari Pyasi held discussion on matters including the current political situation and the formation of a mobilisation committee.
Similarly in Charikot, a four-day training programme held by the CPN-UML Dolakha district committee concluded recently.

Kathmandu, March 16 : Police head constable Man Bahadur Thapa and constable Ganesh Devkota were killed an encounter which took place at the Bhigri Ilaka police office in Pyuthan district at a round midnight last night when a terrorist group attacked the Ilaka police office, it is learnt from central police newsroom yesterday.
Eight policemen including a officer sustained injuries in the encounter between policemen and the terrorists.
Among the injured policemen, sub inspector Ram Prakash Paudel, assistant sub inspector Thakur Pant and head constable Chet Bahadur Pun have been brought to Kathmandu by helicopter for treatment.
Likewise, assistant sub inspector Dil Bahadur Chhetri and police constables Shyam G.C., Bodhi Lal Rana, Niranjan Shrestha and Kule Khatri are undergoing treatment in Nepalgunj.
The terrorists’ group also snatched away some weapons and communication equipment from the Ilaka police office.
According to the information received here, the same group of terrorists robbed cash and goods worth Rs 5.5 million from the Nepal Bank Limited branch office and set ablaze papers of the agricultural development office branch office.
About three hundred terrorists were involved in the incident. The terrorists fled after these incidents, it is learnt from the central police newsroom.
Meanwhile in Nepalgunj, inspector general of police Achyut Krishna Kharel paid tributes here Wednesday to two police personnel, Hawaldar Mana Bahadur Thapa and policeman Ganesh Prasad Devkota, who were killed in a Maoist attack at Bhigri Police office, Pyuthan district.
Senior superintendent Krishna Basnet, other police officers and personnel also paid their tributes to the deceased, while a police contingent presented a salute.
According to police, the two police personnel were killed and eight others injured in an exchange of fire between police and the maoist followeing the Maoist attack at the police post.
Talking to the press after the tribute-paying function, IGP Kharel said that police force was being mobilised according to necessity in Maoist-affected areas
“There is a provision to provide Rs 625,000 each to the families of police personnel killed while executing their duty and schooling upto S.L.C. to their children,” The IGP said.
Meanwhile in Charikot, Garjaundhanga secondary school is reported to have been closed indefinitely due to tension following a police action on suspicion of Maoist activities there.
Police patrol is reported to have opened fire on Fagun 25 at suspected Maoists at the school and the ensuing tension led to the closure of the school, it is learnt.
The school teachers, parents and students who reached the district headquarters, charikot, to demand peace and security following the incident were too scared to resume classes, the school headmaster Ram Prasad Chimariya told a press meet.
Headmaster Chimariya said that a 30 member police team had entered the school and fired hundred of rounds of ammunition.
Earlier, two armed men who called themselves Maoists had stayed there for five minutes and taken to their heels, shouting “Police, Police,” the headmaster said.
In that connection, deputy superintendent of the district police office Rajendra Man Shrestha said that when the armed men were sighted police asked them to come out, but as they resorted to firing at police, leading to exchange of fire.
Similarly in Dhanagadhi, a group of so-called Maoist raided the house of Rovinda Shrestha at Dhanasepur VDC, Kailali district recently and destroyed a motor-cycle and a television set, according to police.
The group that raided the house during Shrestha’s absence also took away with them a vcr deck.
Dhanagadhi, Mar. 16: Rastriya Prajatantra party central member and RPP far western regional co-ordinator Jog Mehar Shrestha declared open the first district Kailali district convention of the party’s youth organisation here recently.
On the occasion, he observed that the youth should point out the wrong doings of the leaders and pressurise them to do a norm-and value-based politics.
“RPP (Chand) no longer exists and RPP has now united to end irregularities and anomalies seen in the country and achieve national development,” he said.
RPP wanted the country to have good governance and a stable government, no matter whoever might take the leadership of Nepali Congress, he said the current political instability had its adverse impact on the task of resolving maoist problem and good governance in the country.

Kathmandu, Mar. 16: Nepal Engineers’ Association has described as “Biased” the action taken by the commission for the investigation of abuse of authority against regional director of the Roads Department Central Regional Roads Directorate no- 2 (Min Bhavan) Eng. Shyam Prasad Adhikari on charges of irregularities in a tender approval.
A communiqué distributed at a press conference held here recently by the association says it would not be quite proper for the commission to demand the deposit of a large some from an employee in question without giving appropriate time to him who co-operated the commission by being present on appointed time.
The communiqué has also called on the unit concerned not to take any decision on the tender unless the government resolves the problem within 15 days.
At the press conference, engineer Adhikari contended that a quotation for bitumen purchase had been called in accordance with the financial administration regulation- 2056 BS. And the tender awarded to the lowest bidder.
Engineer Adhikari who was taken into custody for failure to make a deposit was released on bail of Rs 4.6 million, it was disclosed at the press meet.

Meanwhile in Kathmandu, member-secretary of the Nepal Congress central publicity department and former chairman of Tanahu district development committee Ram Chandra Pokharel, in a press statement issued here, expressed deep sorrow at the untimely demise of Poornadip Paudel, father of the late Krishna Prasad Paudel who made the supreme sacrifice for democracy in 1990.
In the statement, Pokharel said that with the demise of the martyr’s father, the party has lost a dedicated activist and the country a worthy son. He wished eternal peace to the departed soul and extended sincere condolences to the bereaved family.
Bhadrapur, Mar. 16 : Jhapa District Development Committee has accorded priority to construction in five years of all-weather motorable roads at its various development committees as well as those linking agricultural production areas to nearby markets.
In the district there are at present about 140 km black-topped road and 753km gravel road, with 158 culverts and bridges, which are serviceable during dry season.
The district development committee plans to gravel nine news roads and construct culverts and bridges at the total cost of rs 3 million in this fiscal year.
The gravelling is to be done on Bhadrapur-Goldhap, Kohabhara-Damana, Sarangpada-Baigundhura, and Suranga-Jhapa roads while bridge will be built over Baluwakhola on Baniyani-Balbari Road.
It has also earmarked Rs 1.1 million for repair of 27 other roads, while at Jhiljhile, Budhabare and Anarmani pocket agricultural areas, access road to markets will be built with the govt grant assistance at a cost of Rs 3.2 million this year.
Besides, the eastern division roads office is to build a 10 km gravel road in jhapa at a cost of Rs 32.2 million, black top 1 km road besides undertaking some culvert and bridge projects this year.
21 district level seven roads village level and one postal roads are being repaired and maintained regularly in the district, according to the division chief of the office Mathura Shrestha.
