Right to mobilize army runs risk of coup: Bhattarai Published on: March 19, 2019

KATHMANDU: Naya Shakti Party Nepal Coordinator Dr Baburam Bhattarai has objected to the provision that allows the prime minister to directly mobilize the Nepal Army.

Talking to journalists in the capital on Tuesday, Bhattarai said that the provision of direct army mobilization by the prime minister will run risk of coup.

The bill has been tabled in the parliament with a provision that allows the prime minister to mobilize army in case the meeting of security council could not hold its meeting at the time of necessity following approval by the president.

The security council is comprised of prime minister, defense minister and chief of army staff.

 

 

National Assembly passes five bills Published on: March 18, 2019

KATHMANDU:  National Assembly, the upper house of the Federal Parliament, has passed five bills unanimously.

The NA endorsed the Citizen Investment Trust (Second Amendment) Bill, 2075; Public-Private Partnership and Investment Bill, 2075;  Financial Audit Bill, 2075; Pesticide Management Bill, 2075; and Special Economic Zone (First Amendment) Bill, 2075.

Likewise, the NA also endorsed the Province Public Service Commission (Basis and Standard Determination) Bill, 2075 unanimously, accepting the amendment made by the House of Representatives (HoR).

Minister for Law, Justice and Parliamentary Affairs Bhanubhakta Dhakal had presented the proposal in the meeting on behalf the Prime Minister seeking the bill be approved again by accepting the amendment to it.

Similarly, Finance Minister Dr Yuba Raj Khatiwada , on behalf the Prime Minister, presented a proposal in the NA seeking its passage of the Public-Private Partnership and Investment Bill. He also presented separate proposals in the Assembly seeking that the Citizen Investment Trust (Second Amendment) Bill, 2075 and Financial Audit Bill, 2075 also be passed.

Finance Minister Khatiwada also, on behalf the Minister for Agriculture and Livestock Development, presented a proposal on the Pesticide Management Bill, 2075 in today’s Assembly.

Likewise, Minister for Industry, Commerce and Supplies Matrika Prasad Yadav presented the proposal related to the Special Economic Zone (Firs Amendment) Bill, 2075.

It’s official: CK Raut forms ‘Janamat Party’ Published on: March 18, 2019

KATHMANDU: Amid speculations that CK Raut’s signing of the 11-point agreement with the government was a mere hoodwink, a national council meeting of the Alliance for Independent Madhes (AIM) not only decided to join the mainstream politics, but also changed the party’s name to ‘Janamat Party’.

A two-day meeting held in Lahan of Siraha from Sunday participated by over 150 representatives decided to change the name of the party while terming the 11-point agreement as a historic and significant achievement of the Madhesi people.

A day after signing the agreement with the government on March 8, Raut flew to Janakpur where he was given a hero’s welcome by his supporters shouting slogans of ‘Free Madesh’. In the agreement, he had agreed to accept Nepal’s territorial integrity.

Earlier on Sunday, to everyone’s surprise, the meeting started by playing the national anthem ‘Sayaun thunga phulka hami…’.

The two-day meeting deliberated on the 11-point agreement signed between the then AIM and the government.

Likewise, the party has also decided to ‘move ahead’ abiding by Nepal’s constitution and its territorial integrity.

The flag of the new party will be a tri-color party flag with red, white and green vertical strips with a red octagon symbol on the white strip. The central working committee headed by Raut will have 35 members, the party said.

RJP-N obstructs HoR session today as well Published on: March 18, 2019

KATHMANDU: The Rastriya Janata Party-Nepal obstructed today’s parliamentary proceedings as well demanding the government to release the report prepared by Girish Chandra Lal commission.

The probe commission was formed to investigate into the alleged cases of human rights violations during the Madhes agitations.

No sooner had the session commenced, the RJP-Nepal lawmakers stood from their respective seats as a gesture of protest. The lawmakers said they would not allow the parliamentary session to run until the report was made public.

The commission was formed by the erstwhile Nepali Congress President Sher Bahadur-led government on September 18, 2016 to probe into the Tharuhat and Madhes agitation. According to RJP-N lawmakers, the commission has already submitted the report to the government on February 12, 2018.

NC’s stance: Address Bilpav’s demands politically Published on: March 18, 2019

KATHMANDU: Nepali Congress lawmaker Radheshyam Adhikari today alleged the government of what he said busy in ‘cracking jokes’ at a time when the country is entering into yet another ‘grave crises’.

Speaking at the meeting of the National Assembly, Adhikari came down heavily on the government for not taking the Biplav-led faction’s activities seriously.

“The government should try to address the problem in a political way,” he suggested while blaming the government of seeking a legal way out to the problem.

Adhikari also lambasted Prime Minister KP Oli for making irresponsible remarks on Biplav-led faction. “It is high time that the government took the issue seriously before it is too late,” he warned.

He suggested the government to hold serious discussions with the opposition party in this regard while asking the government to reminisce the decade-long insurgency led by the then CPN-Maoist party.

On the occasion, he also urged the Biplav-led faction to shun violence.

NC to hold CWC meet at 11 am today Published on: March 18, 2019

KATHMANDU: A Central Working Committee (CWC) meeting of the Nepali Congress is taking place at 11 am at the central party headquarters in Sanepa today.

The meeting is likely to dwell on the formation of disciplinary and election committees of the party, NC party sources said.

Other agendas to be discussed in the meeting include formulation of regulation in line with the party statute, government performance and contemporary political affairs, according to the sources.

Don’t lament over ban on Biplav outfit: PM Oli to NC leaders Published on: March 18, 2019

 

KATHMANDU: Prime Minister KP Sharma Oli has urged the main opposition Nepali Congress not to whine like a child over the ban on the Biplv outfit recently imposed by the government.

Prime Minister said that the Biplav-led Nepal Communist Party is an illegal criminal group as it is not legally registered.

Talking to journalists at Biratnagar Airport on Sunday, Prime Minister Oli clarified that the government had to impose a ban on the group after it unleashed terror in the society by detonating bombs and extortion. “Why are NC, who often claim themselves as the most democratic, lamenting over the ban on the Biplv outfit’s activities imposed by the government?, Oli asked.

Oli asserted that no is allowed to unleash terror by means of threats  and extortion in the country.

 

 

NC concerned over national security bill Published on: March 18, 2019

KATHMANDU: The main opposition party Nepali Congress (NC) has expressed its concern on some of the provisos enshrined in the bill on the rights ad responsibilities of National Security Council-2075 BS.

The NC commented that it was wrong to propose provisions to make the security council a shadow of the Prime Minister by breaching the constitutional arrangement.

“The draft of the bill has violated constitutional arrangement of army mobilization. It is unconstitutional to propose a bill in a way to provide discretionary power to the prime minister in regard to army mobilization”, states a press release issued by NC Spokesperson Biswo Prakash Sharma.

It is the duty of the state to explore solution to all types of problems arising in the country within the constitutional parameter. But it is a very serious matter for the state to propose a bill against the letter and spirit of the constitution by presenting certain issue a cause”, the release reads.

NC would would strongly protest the bill were presented at the parliament without amendment, the Spokesperson said, calling for the government not to move ahead in away that could have far-reaching impact on the life of constitution.

 

Regulation a must to curb cyber crimes: Minister Baskota Published on: March 18, 2019

KATHMANDU: Minister for Communication and Information Technology Gokul Prasad Baskota said the registration of social networking sites is a must to curb cyber crimes.

Speaking at a program organized by Technology Journalists Forum (TJF) in Singha Durbar on Sunday, Minister Baskota said that it was mandatory to bring the Bill on Information Technology to end such crimes.

“With the development of Internet and Information Technology, discrepancies  and challenges have also come along. That is why it should be regulated. It does not, however, intend to curtain the freedom of expression and speech, said Minister Baskota.

He further said that the regulation is also mandatory to bring the social networking sites under the purview of taxation.

China to welcome Nepali president with red carpet Published on: March 18, 2019

KATHMANDU: China is all set to honor President Bidya Devi Bhandari with red carpet during the Second International Summit of Belt and Road Initiatives to be held in Beijing. This is the first time in history that China is making preparations to welcome the Nepali delegate with red carpet.

China had not invited  former President Ram Baran Yadav to Beijing even though he visited the northern neighbor twice. China is giving special priority to the upcoming president’s China visit strategically to make Nepal as the gateway to the South Asia, Nagarik daily reported.

It is learnt that China and Nepal will sign a separate deal during Bhandari’s visit on the implementation of the agreements inked during the Prime Minister KP Sharma Oli’s China visit.
