Kathmandu, June 22: An interaction programme was organised here today to give a final shape to the preliminary draft of the proposed regulations of National Teachers’ Service Commission.
At the programme attended by the office bearers of the commission, educationists, ex-education secretaries, district education officers, legal practitioners and the representatives of the teachers’ association, organisation and council, the participants stressed the need to formulate the regulations in such a manner as to ensure that unqualified persons are not appointed as teachers.
They also underlined the need to advertise the vacant posts of teacher in every six months, make sure that once published the advertisement is not cancelled, improve the school supervision system, consider a system of providing teaching license, and introduce a system of selecting headmasters through competition.
The participants also suggested that the regulations should be in conformity with the agreements reached between the teachers association and organisation, and the government.
From the chair, commission chairman Bishwonath Bhattarai assured the participants that the draft regulations will be given final shape in such a manner as to make the commission’s activities impartial and dynamic.
Commission member Srikrishna Yadav expressed the belief that the suggestions of the participants will be of great help in refining the draft regulations.
Prof. Chudaraj Upreti, another commission member, said the commission will maintain transparency in teachers’ selection, while Bisan Datta Bhatta, also a member of the commission, also spoke about the importance of the outcome of the programme in refining the draft.
The programme was attended, among others, by education secretary Khagendra Basnyat, Parliament secretary general Dr. Ishwor Upadhyaya, ex-education secretaries Khemraj Regmi and Jayaram Giri, Nepal Bar Association president Harihar Dahal, Keshav Prasad Bhattarai of Nepal Teachers Association, Ramakant Sapkota of Nepal Teachers Organisation and Rambhakta Maharjan of Nepal Teachers Council.
