Rights body demands amendment in interim statute, release of HLPC report

The Joint Forum for Human Rights and Peace (JFHRP) today submitted a memorandum to Speaker Subash Chandra Nemwang, demanding some amendment in the interim constitution and to immediately publicise the report of the Rayamajhi Commission.

The JFHRP has said Speaker Nemwang also noted that the interim legislature should make some amendment in the interim constitution and assured to take initiative for publicising the report of Rayamajhi Commission and for action against the culprits as recommended by the commission.

The high level commission headed by former Supreme Court justice Krishna Jung Rayamajhi, formed to probe the atrocities committed to suppress pro-democracy movement in April, has recommended action against 202 people including King Gyanendra who chaired the then cabinet.

The JFHRP also demanded appropriate action against the culprits and compensation to the victims.

The JFHRP, a joint body of more than 40 rights organisations, has recommended the inclusion of a provision in the constitution to take action against people involved in rights violations.

The provision of the Prime Minister appointing three members of the constitutional council should be changed and three senior justices should be included in the council, the forum said, adding that the provision that enables the Prime Minister appointing to assign the Chief Justices for other works be removed.

It also suggested a provision in the interim constitution to implement the recommendations of the National Human Rights Commissions be implemented.

The JFHRP also demanded the provision that bars the government from brining laws aimed at limiting the fundamental rights of the people and immediately announce the dates of the election to constituent assembly.
