The discussion of the top brass of the two biggest communist parties in the eight-party coalition, on Thursday, concluded that it is Prime Minister Girija Prasad Koirala who is responsible for the deadlock of the political process.

During the meeting between chairman Prachanda and Dr Baburam Bhattarai of the Maoists and UML general secretary Madhav Kumar Nepal at latter’s residence, the leaders concluded that PM Koirala must shoulder all responsibilities for causing deadlock in the peace process and delaying the constituent assembly polls.

The two parties also agreed to initiate steps to hold eight party-meeting and resume the proceedings of the interim parliament and announcement of republic through the parliament.

PM Koirala has already said eight-party meeting would not be held unless Maoists ask its youth wing Young Communist League (YCL) to stop unruly activities.

Meanwhile, the meeting of the Joint Monitoring Coordination Committee (JMCC) is scheduled to begin Thursday to finalise date to restart second phase verification of the Maoist combatants.
