It has gradually been revealed that a secret agreement was done during the visit of Jasawanta Singh, Minister for External Affairs of India, to Nepal to suppress the Maoists activities in the country.

However, Foreign Minister Dr. Ram Sharan Mahat misinformed the parliament saying that no secret agreement was signed between Nepal and India.
