A four member human rights cell headed by Joint Secretary S. Rana has been formed in the Home Ministry to monitor, protect and promote human rights, Ministry spokesman Gopendra Bahadur Pandey said.

Other members in the cell include representatives from the civil and armed police and an intelligence chief. Such cells will be established for the first time in the civil and armed police as well, Pandey said.
