Former Chief Justice Biswonath Upadhyaya has accused the Judicial Council of failing to perform its duties as per the set objectives. Upadhayaya was speaking at a programme organized jointly by the Judicial Council and the Transparency International in the capital Sunday.
Upadhyaya said Nepal’s judicial and bureaucratic wings are still dogged by the tradition of pleasing the bosses. “Until we are able to do away with this tradition nothing can change for the better,” Upadhayaya said.
Speaking at the same programme, Chief of the Commission for Investigation of Abuse of Authority (CIAA), Suryanath Upadhyaya admitted that the CIAA too was suffering from many weaknesses and efforts were underway to correct them.
Many justices speaking at the programme viewed that CIAA would achieve success if it forwarded the lawsuits only after carrying out thorough investigation.
