A military expert has said that for Constituent Assembly (CA) elections to be held successfully, arms should be managed well before mid-June. Dr. Indrajit Rai told Kantipur FM that a Commission should be formed soon after agreement on arms management to facilitate ‘fusion or classification’ of two armies.
According to Dr. Rai, in case of Nepal the arms management model of Mozambique could be appropriate. “Furthermore, since during the April movement there was close cooperation between political parties and the Maoists, the management of arms should be even more easier here,” he said.
On the issue of reforming Nepali Army (NA), Dr. Rai said that with the introduction of new Military Act and reform initiatives by new army chief, people have been encouraged. “The swift actions being taken against any wrong-doer has sent encouraging message,” he said. He added that civil-military relations should be further improved. The political leaders and army should have better understanding and respect about each other, he said.
